On 7. March the European Commission published its new regulation raising standards for ground handling operations.
The European Transport Workers’ Federation (ETF) welcomes this publication as a significant milestone for the industry. Having been actively involved in the development of the regulation, ETF has provided expertise, insights, and recommendations to help shape the final outcome.
This regulation marks a turning point, bringing much-needed stability to ground handling and the sector. By establishing clear rules and procedures, it ensures higher standards are applied across ground handling operations. One of the most important aspects of the regulation is its role in preventing unsustainable cost-cutting and race-to-the-bottom-approach to ground handling. Once the necessary work standards are defined, it will become significantly harder to push service prices down to levels that compromise safety, quality, and working conditions.
ETF is committed to continuing its collaboration with the European Union Aviation Safety Agency (EASA) in the development of the accompanying Acceptable Means of Compliance (AMC) and Guidance Material (GM). As part of this process, we have proposed key improvements that will enhance staff representation, strengthen training quality and oversight—especially concerning language proficiency—and highlight the risks associated with subcontracting, fatigue, and turnaround activities, among other things. These changes aim to further improve safety, efficiency, and the overall working environment in ground handling operations.
Additionally, ETF will use the three-year implementation period to support its affiliates in adapting to the new regulation. Through training programs, workshops, and other initiatives, we will help ensure that workers and stakeholders are well-prepared for the changes ahead.
We believe that this new regulatory framework sets the stage for a stronger, more sustainable future for the industry. ETF will remain actively engaged to ensure that the implementation of these regulations delivers real benefits to workers and the sector as a whole.
